A plot of land is not buildable simply because the seller says so. It is buildable because the zoning regulations, access roads, utility connections, and the land registry all state so in writing.

Access & Connections

Water, electricity, sewer service: the cost of each connection is estimated before any commitment is made. An isolated plot of land is not a free plot of land.

Application filed with the municipality; processing time of 30 to 60 days depending on the zone; required on-site notice posted. Suspensive clause included in the preliminary agreement.

Building in Albania is still significantly more affordable than in most Western European countries, but the final cost depends on many factors. Here are the factors that will actually influence your project’s budget.

According to official data from theINSTAT (Albanian National Institute of Statistics), the housing construction cost index in Albania remained relatively stable in 2025, with a moderate annual change of around 1%. The sector therefore remains predictable, unlike other European markets, which have been marked by high volatility in recent years.

Factor 01

The location of the land

Land prices vary considerably between popular coastal areas (Sarandë, Ksamil, Vlorë), the outskirts of Tirana, and rural areas in the north of the country. This is often the single largest expense in the overall budget.

Factor 02

Surface and Type

A single-family home, a small multi-unit building, a single-story house, or a duplex all have different levels of construction complexity. The living area, the number of floors, and the presence of a basement directly affect the estimate.

Factor 03

The level of finish

Standard, mid-range, or high-end finishes: materials, the quality of the woodwork, kitchen and bathroom fixtures, home automation, air conditioning, a swimming pool… every design choice affects the final price.

Can I buy the land and have a house built at the same time ?

Yes, that’s actually the case most of the time. We negotiate a condition precedent regarding the permit in the letter of intent to purchase the land: no permit, no purchase.

How long does it actually take from the initial sketch to delivery ?

Twelve to eighteen months for a single-family home, eighteen to thirty months for a small multi-unit building, depending on seasonal factors and permits. A contractual schedule is provided as early as Phase 02.

How does the follow-up process work if I live abroad ?

A weekly report with dated photos and a customer portal containing all the documents.

Do you have to be there in person to sign ?

No. A notarized power of attorney bearing an apostille allows you to delegate the authority to sign to a trusted representative without compromising legal certainty.

Can a foreigner purchase freehold property in Albania ?

Yes, without the need for a local partner.

What if the construction project falls behind schedule ?

Late penalties are specified in the construction contract. In practice, we plan ahead for the winter season and summer peaks in activity to even out the schedule.

Can I resell the house as soon as it's handed over ?

Yes. No inalienability clause is imposed. Some owners resell within twenty-four months in high-value coastal areas — a topic covered in detail on our page Investing.

Is the property insurable ?

Yes, through Albanian or European insurers. We refer clients to brokers who can issue a comprehensive home insurance policy.

Is the property furnished ?

Generally, builders include furnishing services in their quotes. If this option doesn’t suit you, another option is to connect you with a local service provider who can handle all your furnishing needs; this connection is included in our services.

Can I bring my own architect ?

Yes, we regularly work in partnership with a client’s architect. In such cases, we handle the construction management, while the architect handles the design.
