A plot of land is not buildable simply because the seller says so. It is buildable because the zoning regulations, access roads, utility connections, and the land registry all state so in writing.

Water, electricity, sewer service: the cost of each connection is estimated before any commitment is made. An isolated plot of land is not a free plot of land.

Sarandë & Ksamil

Building in Albania is still significantly more affordable than in most Western European countries, but the final cost depends on many factors. Here are the factors that will actually influence your project’s budget.
According to official data from theINSTAT (Albanian National Institute of Statistics), the housing construction cost index in Albania remained relatively stable in 2025, with a moderate annual change of around 1%. The sector therefore remains predictable, unlike other European markets, which have been marked by high volatility in recent years.

The location of the land
Land prices vary considerably between popular coastal areas (Sarandë, Ksamil, Vlorë), the outskirts of Tirana, and rural areas in the north of the country. This is often the single largest expense in the overall budget.
Surface and Type
A single-family home, a small multi-unit building, a single-story house, or a duplex all have different levels of construction complexity. The living area, the number of floors, and the presence of a basement directly affect the estimate.
The level of finish
Standard, mid-range, or high-end finishes: materials, the quality of the woodwork, kitchen and bathroom fixtures, home automation, air conditioning, a swimming pool… every design choice affects the final price.

Additional fees
